Our Board
West Virginians for Affordable Health Care is a tax-exempt, non-profit, nonpartisan organization dedicated to the achievement of high-quality, affordable health care for all West Virginians. We’re funded by public donations, membership dues, and grants. We are guided by a 17-member volunteer board.

Jessica is a native of Braxton County and received her BA in History and African American Studies from the University of Virginia. After graduation, she moved back to West Virginia and attended West Virginia University for Masters’ in Social Work and Public Administration. It was there that she discovered her passion for promoting public policy that works for the people. To that end, she continued her education at Florida State University, receiving her MS and PhD in Political Science with a concentration in Public Policy and then moved back to West Virginia in 2011 where she has remained ever since, putting her skills to use in a variety of ways from working with labor unions to volunteering with non- profits to analyzing policy to teaching others.
Kelli Caseman, MA, Director, Child Health

Kelli is the Director of Child Health and of the West Virginia Kids’ Health Partnership. She has over 15 years of experience working in the fields of children’s health and education, including as Executive Director of the West Virginia School-Based Health Assembly. She is a Fellow of the Robert Wood Johnson Foundation’s Interdisciplinary Research Leaders program, studying the linkages between health care and public education in rural West Virginia with researchers from West Virginia University.
Julianne Yacovone, Coordinator of Child Health
Julianne studied psychology at Liberty University before moving to Charleston in 2014. Raised in a military family, she enjoys to travel but now calls West Virginia home. She is active in the anti-human trafficking movement and continues to educate others about human trafficking prevention. She has served as the A21 Walk for Freedom host in Charleston for the past two years. She is excited to join the WVAHC team in fighting for a healthier West Virginia.
Kat Stoll, Policy Director and Director, West Virginians Together for Medicaid
Kat currently serves as the Policy Director and Director for the West Virginians Together for Medicaid campaign. She served as the Deputy Executive Director for Families USA, based in Washington, D.C. for 15 years. In this role, Kat coordinated “strange bedfellow” coalitions and led strategic campaigns to advance the goals of Families USA. Prior to this, Kat worked for the Center for Women Policy Studies and the National Health Law Program, both based in D.C. She is an attorney and has a Masters degree in Economics.

Lisa began work with WVAHC in 2010. She has been an advocate and community organizer for over 30 years. Prior to coming to WVAHC Lisa worked at WV Citizen Action working and advocating for passage of the ACA in Congress. She is on the board of the Good News Mountaineer Garage, and co-founder and board member of WV Women Work.
