The House Health Committee is expected to take up HB 4390 on Thursday.
HB 4390 would exempt most DHHR Child and Adult Protective Service Workers from having a Social Work license.

These are the people we expect to protect West Virginia’s most vulnerable citizens – children and adults at risk of abuse, neglect and exploitation!
DHHR wanted to do this less than 3 years ago but they were forced to compromise.
DHHR can hire someone with any bachelor’s degree, but they have to be licensed and only work for DHHR.
Now, they say licensing is still a hindrance to recruitment and retention.
Salaries and working conditions are the real problems!
DHHR is moving in the WRONG direction!

Most surrounding states look for a degree in Social Work, or at least a related degree PLUS experience.

Why keep them licensed?
  • If they’re licensed, they follow a professional Code of Ethics!
  • If they’re licensed, the public can make malpractice complaints to an independent body (not internally to DHHR)!
  • If they’re licensed, they must earn continuing education to maintain competency!
  • If they’re licensed, they receive close supervision!
Licensing is all that makes DHHR focus on professionalism!
TAKE ACTION
Call and email today and ask your Delegate to OPPOSE HB 4390!

HB 4390 can be viewed online at this link.
The bill goes first to the House Health Committee, then House Government Organization. If it passes the House it goes to the Senate, so there are several chances to stop or shape this bill!
Tell your Delegate that HB 4390 is wrong for West Virginia’s most vulnerable citizens, and wrong for DHHR!
